DFR program development

A complete program, built in the right order.

Every Aerqor engagement follows the same seven phases. Each one ends with something concrete in your hands: a report, a plan, a policy or an authorization. You always know what you've paid for and what comes next.

PHASE 01

Consultation & needs assessment

What we do

We start with your agency, not the technology. We review calls for service, response-time targets, staffing, existing UAS assets and budget, and meet with command to define what success looks like. If DFR isn't the right fit, we'll tell you.

What you receive

  • Needs assessment report
  • Call-type analysis: which calls DFR can serve
  • Program goals and success metrics
  • Budget outline and grant pathways
PHASE 02

Equipment selection & procurement

What we do

We specify aircraft, docks, sensors and software against your mission, your airspace and your procurement rules. That includes federal and state sourcing restrictions and grant eligibility. We work with multiple vendors and put the options side by side. Your agency makes the final choice.

What you receive

  • Equipment specification and comparison
  • Sourcing and compliance review
  • CAD, RTCC and video integration plan
  • Procurement package and bid support
PHASE 03

Location & coverage planning

What we do

We model coverage from your own data: population by census block, weighted by where calls actually happen. Candidate sites are scored by how much demand each one adds. We then check every site on the ground for airspace, obstructions, power, network, security and after-hours access, and set the response radius by the aircraft's real endurance.

What you receive

  • Coverage and siting study with maps
  • Site survey packet for each location
  • Airspace and obstruction review
  • Phased deployment plan
PHASE 04

Procedures, SOPs & policy

What we do

We write the operating rules your program will be judged by: which calls get a launch, what the camera may and may not do, how long video is kept, who can see it and how evidence is handled. We draft for your legal review and help brief your governing body and community.

What you receive

  • DFR general order and SOP manual
  • Privacy, retention and evidence policy
  • Public transparency and reporting plan
  • Council and community briefing materials
PHASE 05

FAA authorization

What we do

Law enforcement DFR programs fly as Public Aircraft Operations (PAO) under 14 CFR Part 91, through a public Certificate of Waiver or Authorization (COA) issued to your agency. Flying beyond visual line of sight takes added COA provisions backed by a documented safety case. We establish your public aircraft status, prepare the COA and BVLOS package, and manage it through approval.

What you receive

  • Public declaration letter establishing PAO status
  • Public COA application package
  • BVLOS / DFR provisions with safety case
  • Controlled-airspace coordination under the COA

The FAA makes the final determination on every authorization.

PHASE 06

Training & certification

What we do

Under Public Aircraft Operations, your agency sets and certifies its own pilot qualifications. We write that standard and train to it. We also train everyone else who touches the program, not just the pilots. Dispatchers learn which calls to flag, officers learn to work with the feed, and command learns how to read program data. Training records are kept for audit, and proficiency is maintained with recurrent training.

What you receive

  • Agency pilot qualification standard and training
  • Dispatch and RTCC operator training
  • Patrol and command familiarization
  • Training records and recurrent schedule
PHASE 07

Go-live & full operations

What we do

We support your first live calls side by side with your team. From there, either your team runs the program, or Aerqor takes it over completely: pilots, supervision, fleet readiness, live video, retention and reporting, for one flat monthly fee per site.

How Full Operations works

What you receive

  • Go-live plan and on-site support
  • Aerqor pilots and supervisors on call
  • Live video to command and units
  • Monthly program report
Sample deliverable

Siting decided by data, not by guesswork.

An excerpt from the kind of coverage study we produce in Phase 03. Every candidate site is scored, every assumption is stated, and the limits of the model are written down.

Coverage study · Sample CountySynthetic data

Method: candidate sites ranked by call-weighted coverage gain, then checked against airspace, obstructions and endurance-based radius. Fictional county; figures are illustrative.

Fleet guidance that holds up in procurement

Federal and state rules increasingly limit which aircraft public agencies can buy and fund. We review every option for sourcing restrictions, data security and grant eligibility before it reaches your purchasing office, so the program doesn't get grounded by a procurement problem later.

  • Sourcing and data-security review
  • Grant and funding eligibility check
  • Dock, sensor and software interoperability

Programs built to earn public trust

DFR programs succeed or fail on community confidence. We help you set firm limits on use, publish what you fly and why, and answer questions before they become controversies.

  • Flights tied to calls for service, with no random patrols
  • Published policy and flight statistics
  • Council and community briefings
